Menard is the former Executive Director of the Alliance of Marine Mammal Parks and Aquariums, an international organization of parks, aquariums, zoos, research facilities, and professional groups.

In 1992, she was hired as its first Executive Director and retired after 21 years of managing the organization. The NMMF is a research member of the Alliance. Menard began her career in Washington, working for members of Congress and a number of government agencies, including the Department of Agriculture’s Animal and Plant Health Inspection Service. Most of her experience was with trade associations, heading their legislative and public affairs divisions. Menard is one of the 12 founders of Women in Government Relations, which was established in 1975 and has over 1,000 members today.
